Sexual Assault Kit Initiative (SAKI) GranteeCity of Fayetteville (North Carolina)

In FY2015, the Bureau of Justice Assistance's SAKI program awarded the City of Fayetteville Police Department (CFPD) a $363,090 grant. The department used the funding to test over 100 previously unsubmitted sexual assault kits (SAKs), some of which date back as far as 1984. The funding also helped CFPD complete an inventory, which led them to determine that they had over 600 previously unsubmitted SAKs. Additionally, the grant money supports a full-time advocate position at Rape Crisis Volunteers of Cumberland County.

In FY2016, the CFPD was awarded an additional grant for $793,372. The CFPD used this money to test the remaining previously unsubmitted SAKs, implement an evidence tracking system, fund an additional victim advocate position at Rape Crisis Volunteers of Cumberland County, and support a neighboring police department in reducing the number of previously unsubmitted SAKs. The FY2016 SAKI funding was also used to update the CFPD evidence storage room, which included adding an air filtration system and improving cold storage.

In FY2020, the CFPD received an additional $1 million in SAKI funding to support the prosecution of SAKI cases from previous awards. The latest funding will be utilized to hire a full-time assistant district attorney for specialized prosecution of cold case sexual assaults. Additionally, the funding will support overtime pay for case investigations, forensic genetic genealogy testing, and proper training in continuing efforts to provide closure for sexual assault victims.

The CFPD has used SAKI funding to achieve several goals and milestones, including the following:

  • Developing a multidisciplinary team to address cold case sexual assaults
  • Hosting an Interactive Scenario Sexual Assault Response Team (SART) training with representation from five disciplines—law enforcement, victim advocacy, sexual assault nurse examination, prosecution, and laboratory. Approximately 40 people from more than a dozen agencies (military and civilian) across the jurisdiction learned how to improve the efficiency of their SARTs.
  • Submitting all previously unsubmitted SAKs to private crime laboratories for DNA testing; during the testing process, eligible profiles are being uploaded to the Combined DNA Index System.
  • Conducting over 250 victim notifications.
  • Participating in a SAKI Training and Technical Assistance Sexual Assault Unit assessment; for additional information about the assessment findings, visit Sexual Assault Unit Assessments.

Two new rape charges for Fayetteville man accused in series of sexual assaults

"A Fayetteville man is facing two new charges of rape in a cold case from 2015. Christopher James McMillan, 39, was arrested by the Fayetteville Police Department’s Cold Case Sexual Assault Unit on Thursday. He is also charged with first-degree sexual offense and first-degree kidnapping. Utilizing funds from the Bureau of Justice Assistance’s FY2015 National Sexual Assault Kit Initiative grant, the victim’s sexual assault kit was outsourced to a private lab for forensic biology testing. Fayetteville police detectives investigated the case, but eventually, the case went unsolved due to a lack of investigative leads."

Green was sentenced to a maximum term of 28 years, five months in prison for at least 10 rapes and multiple burglaries he committed in Fayetteville, Cumberland County and Hope Mills from June 2009 to November 2010. He was arrested a decade after the rapes in May 2019 through a genetic testing service, part of a Cumberland County initiative to process a backlog of untested sexual assault kits."
